For the legends and characters to light up, keycaps are made with translucent silicone and a translucent or semi-transparent base; darker or opaque keys block the light. Light transmission depends on the silicone's grade, thickness, and color, which is why backlight design is normally tested on an engineering sample before mass tooling.

Legends can be silk screen printed, laser engraved (very abrasion- and UV-resistant), dual-shot molded or pad printed. For a permanent, cannot-wear-off character that also backlights, molded translucent legends in light-transmitting silicone are the robust route — ideal for keys used constantly.
If your project is just a standalone keypad, a dedicated silicone keypad manufacturer may be enough. But many devices also need a membrane switch layer, a graphic overlay, an FPC, or a touch surface.
